Statewide Down Payment Assistance Programs - Arizona

1. Home Plus (Arizona Housing Finance Authority)

  • Program: Home Plus DPA — Arizona's flagship statewide program

  • Benefits:

    • 30-year fixed-rate mortgage

    • Up to 5% of the loan amount as down payment and closing cost assistance

    • Provided as a deferred second mortgage with 0% interest and no monthly payment — fully forgiven after 5 years

  • Eligibility:

    • First-time and repeat homebuyers

    • Annual household income not to exceed $155,386

    • Minimum credit score of 640

    • Must complete a homebuyer education course before closing

    • Available in all counties, cities, and zip codes statewide — and does not run out of funding

2. Arizona Is Home Program (Arizona Department of Housing)

  • Program: Down payment assistance for buyers in Maricopa and Pima Counties

  • Benefits:

    • DPA to help cover down payment and closing costs

    • Targeted at buyers in the state's two largest metro areas

  • Eligibility:

    • Must be a first-time homebuyer (defined as no homeownership in the last 3 years)

    • Household income at or below 120% of Area Median Income (AMI)

    • Primary residence only

3. WISH Program (Workforce Initiative Subsidy for Homeownership)

  • Program: 4-to-1 matching grant through the Federal Home Loan Bank of San Francisco

  • Benefits:

    • For every $1 saved toward a down payment, the program matches $4 — up to approximately $32,837 in 2026

    • Grant — does not need to be repaid

  • Eligibility:

    • Household income at or below 80% of Area Median Income

    • Must work with a participating member bank

    • Income adjusted for household size at time of enrollment

4. City & County-Specific Programs

City of Phoenix — Open Doors Program

  • Assistance: Up to 10% of the home's purchase price (max $15,000) for down payment and closing costs

  • Eligibility: First-time homebuyers; household income at or below 80% AMI; must purchase within Phoenix city limits

Maricopa County — Home in Five Platinum

  • Assistance: Up to 4% of the loan amount as a 0% interest, forgivable second mortgage

  • Eligibility: First-time homebuyers; available throughout Maricopa County including Phoenix; income limits apply

Pima County / Tucson — Pima Tucson Homebuyer Solution

  • Assistance: Up to 20% of the purchase price; assistance forgiven after 3 years of occupancy; can finance up to 100% of home-buying costs

  • Eligibility: Must purchase in Pima County; income limits apply; primary residence required
